Locked 30FPS On GSYNC Compatible 144hz

My GPU is getting a bit older these days and I’d like to hold on to it for a while longer. I don’t mind a locked 30FPS console experience, but I’m seeing some issues with my setup at that limit in RTSS or Game Limiter. The issue is mostly stuttering occasionally even though I’m seeing a consistent 33.3 frame time reading during game play.
Monitor: LG 27GL850
Refresh: 144hz
FPS cap in NVCP: 141
Vsync on in NVCP
30FPS lock in game (AC Valhalla, Watch Dogs 2, Witcher 3)
I see that LFC works as my VRR at 30FPS is at 90 or 120hz in the OSD of RTSS.
Are my settings ideal for this type of gaming experience with this fixed FPS limit?
