I don't know what happened but after formatting Windows and installing routine things like drivers etc. I guess my FreeSync doesn't work anymore. I don't see fluctuations in monitor's(LG 24GL600-F) OSD which was trying to adjust the Hz and FPS before formatting. I tried reinstalling NVDIA driver via DDU but it didn't help. I use certified DP 1.2. Thanks for your help in advance.

Did you try an older driver or the 511.72 hotfix? I ask, because some G-SYNC Compatible users on the Guru3D forums were reporting similar issues with the 511.65 driver.

Oh it seems that is the problem. I installed a very old driver and it worked. Thanks

Good to hear. If you want the newest driver, they recently released a hotfix to correct this issue here as well:
