Inconsistent but persistent stutter

Hello, I bought an ASUS ROG Zephyrus G14 about a year ago and have noticed recently that there's a stutter regardless of what I'm doing it on it be it gaming or using discord or a browser. It was not a problem when I purchased it, but I don't recall when it started, I just know I started seeing stutters in the games I was playing and in different programs Despite how much I capped my fps and how static I got it; it would still end up happening and wouldn't reflect in my FPS trackers at all. The only way I have been able to measure it is through the browser VSYNC animation timing precision graph where it shows me that the stutter isn't consistent spiking randomly and smoothing out randomly despite me not even touching the computer or having anything else open as seen in the examples below:

Things I have tried include:
  • Updating Graphics driver
  • Chaning power plan both in control panel and windows settings
  • Freshly installing windows 11
  • Safe booting windows
  • Uninstalling all rbg software and software from ASUS I can find
  • Updating BIOS
  • Updating CPU chipset
I have never posted on a form before for troubleshooting and it probably shows, I am just desperate to find a solution to this issue and no matter how much I seem to look around I can't find one, so any help is DEEPLY appreciated.

  • AMD Ryzen 9 7940HS processor
  • Nvidia GeForce RTX 4090
  • 16GB DDR5 Ram
  • GA402XV Motherboard
