Stutters

So i'm getting stutters around every 5 seconds, already tried:
-Exiting all system tray apps.
- Cleaning cache.
- Disabling all browser extensions.
- Temporarily disabling all RGB software.
- Figuring out if Task Manager shows any background software suddenly spiking in processing (no).
- Upgrading graphics drivers.
-Reinstalled windows.
What could the problem be? also it gets really bad when i put any app on my second monitor, here is a screenshot of the test.

No one responded but I'm making a post about it anyway, I tried my ram individually each stick on different slots, tried another PSU and swapped coolers and re applied thermal paste and no luck...
Until I tried my 2 older gpus, a 1070 and rx6600, both had clean results and no stutters/crashes, so it was my 4070ti being a jerk.

Disable any power saving functions for the GPU, Nvidia has a power management mode globally or per app.
AMD may have something similar.

Is this a noticable stutter or something you came across while recording stats?

2nd monitor go away maybe fix. might see dpc latency spikes in latencymon when it happens. if notice :o pro player usually don't use 2 monitor bc of this
