UFO Test unable to sync + not reaching 240 fps

Fresh windows 11 install

i9-13900k
64gb ram
z790 prime

no matter what ive tried i can't get the test to sync, i have nothing open besides my google chrome tab and everything's enabled

also i can't seem to hit 240 fps no matter what i try, not sure if that's due to the test not syncing but i get 200-220 fps no matter the test

monitor is 240hz alienware aw2723df
