144Hz in windows/games but stuck on 60Hz in Chrome

Good evening. I was just thinking about this, I have the same in the monitor properties in windows 7 shows 60Hz, but when working in games shows 120Hz. 1 question - is this normal? that is how it should be? and 2 question, I set up a monitor on the standard settings that are most common for this model xl2411z at 120Hz. but these standards are old, maybe now there are ways to set the monitor at 144Hz for a more comfortable working?
