Frame Skipping confirmed or ?

Hello, I have been trying to figure out why I experience some really strong stutters sometimes, and during my research I re-read a review about my screen the Asus PG279 IPS 144hz (overclockable to 165 supposedly).
And in that review they do mention your frame skipping test which I'm familiar with because I also have a Korean IPS 1440 that I OC to 95hz without issues, but the thing is, I always assumed that the 165hz on that screen would work since they pretty much advertise it, and I don't remember testing it when I first got it, just figured out the 165hz and went with it.
So long story short, I ran the test and noticed some frames are missing, the black squares in between the white ones.. so I kept lowering the screen refresh rate until I went back to 144 since I kept having the same problem..
Then I thought, let's try it at 144hz too to make sure there I don't get that issue, and to my surprise, I had it I took many pictures so its not just 1 random, here are 4 pictures I took
So I'm very confused, is my screen faulty ? could it be why I have been experiencing those heavy stutters at times ?
I also was wondering because I get the stutter message sometimes when doing the test, I have alot of tabs open in chrome so.. but I was always waiting until it's green, could the instability cause frame skippin ? (despite the test showing the green light).
