Getting browser stutter

I've tried different cables. I reinstalled windows. I don't know what would be causing this. Out of my 3 computers they all do this.

This is Windows background processing, not display related.

- Do you have RGB software? Temporarily disable it; Some brand of apps have CPU spikes.
- Do you have system tray software like Dropbox? Temporarily pause syncing
- Open Task Manager to see if something is intermittently surging in CPU at intervals
- Temporarily reboot without system tray apps. See if it works.
- Did you activate services (e.g. NAS, backup, specific brand of virus scanner, MalwareBytes, etc)
- Run a trusted system cleaner. Some vendors have a utility; If one of your peripherals is a Razer, run the optimization utilities in Razer Game Booster

Thanks for the response. yeah I've tried every last thing I can think of. Should there be zero browser stutter? Vsync on, off, no other programs running, windowed, resinstalled windows, different bios, can it be the monitor? Can it be the cable? I tried 3 cables can they bad? Different windows settings. I always run everything to prefer maximum performance as is in window;s settings. I keep my cpu at a steady 5ghz, default overclock, different wifi, different browsers. I have an omen x 27 with 9900k into a 2080ti if that helps. All browser add ons disabled, in cognito mode. I hope something isn't wrong with my system.

Is there some way I can diagnose this? I would hate to have this happening while I game. Could it be a bug? Because I don't notice any stutter normally.

I've tried 4 computers in my house and mine and another does it while two do not. Is something wrong with the monitor or something?

I feel like I've somewhat narrowed it down to something wrong with my system or a bug. Works fine with my kinda old systems but not my old one or the newest.
