What causes this effect in the Frame Skipping Test?
As the title says, what is the cause of this artifact and is it anything to be concerned about? I'm currently on a frustrating quest to solve a motion clarity (via "stuttery"/apparent low FPS, not motion blur) issue on my new system. I believe this could be linked.

NVIDIA Control Panel -> VSYNC -> change to “Application controlled” instead of VSYNC OFF.
