I recently changed the PSU to a Be Quiet one and i still have the same stuttering. So i dont think its the PSU. No, thats the thing, i always had them. So i need to figure out where are they coming from. I changed PSU, SSD, processor and motherboard. Only things that i still have from the first build are the 4070 TI Super and the ram G.Skill NEO RGB CL30 6000(i just tested the ram with memtest5 yesterday, no errors, but maybe ill try another kit just to make sure).
This helps, thanks.
Try using XMP off and re-test.

Doesnt make a difference to have EXPO off.

Have you considered trying to mess with a custom resolution using CRU? Perhaps your display is frameskipping.
Other than that, from the information you're giving us here, the only variable left is a improperly-done after-install of Windows.

yeah, ill try reinstall windows and get some cleaning of the apps done to see how it will behave. i just did OCCT tests, mem tests and all that and all of them are good. you make a good point with the custom resolution, i have an qd-oled that i ordered, so once that arrives i can eliminate the monitor problem. as for the windows install i am going to do some fr33thy optimisations and see if it behaves better. i also noticed when i was refreshing server list in a game that the stutter happens, and once i stop refreshing there is no stutter anymore. i have latest realtek lan drivers, i installed latencymon and had some guys look at the results but we couldnt figure anything outof the ordinary.

Are you sure you aren't experiencing shader stutters?

Relying on memory tests is not a viable enough method to ensure "full" stability, especially if the duration isn't long enough. One should opt for the toned-down choice, even if 1 set of settings might "seem stable"

Fr33thy's guide isn't good, take a look at these instead:
https://calypto.us/
https://github.com/BoringBoredom/PC-Optimization-Hub
https://github.com/valleyofdoom/PC-Tuning
https://github.com/djdallmann/GamingPCSetup

LatencyMon is not a good benchmark for Windows driver performance either, use xperf.bat from valleyofdoom's repositories (WPA) or xtw instead.
Go for W11 23H2, while following valleyofdoom's post-install

alright, ill ahve a look into it. i tested latency with windows tools as well, and a tech guy from a forum had a look into the results and didnt see anything out of the ordinary. about the shader stutter, what could be solutions for that? just to be perfectly clear, my friend with another setup is not experiencing these stutters. i had him install rtss and tested toghether, he doesnt get this huge dips in frame time, his frame graphs are normal with the occasional small dip from 1%/0,1%. so its definitely something related to my setup.

I'd also like to add to this. My gameplay changes when I switch the default refresh rate (143.99) in CRU, to 144.000 and set "Exact Reduced". Smoothness is the same, no percievable difference there, but in shooters, I feel like my character properly stops when I press A or D. Give it a go if you want :)
