Are there lcd monitors that support both resolutions at the same time?

Technically yes. If you have at least a 1080P @120hz monitor (ex: Xl2411Z, VG248QE, etc.).

Then you can create a custom resolution of 3840x2160 @60Hz if you have an NVIDIA Card

The setting to use is 48 - 3, 32 - 5, 2012 total HORIZONTAL, 1096 total VERTICAL, horizontal +, vertical -.

If you are confused by the setting, I can post a pic of what I mean. :D

Yes, that's downsampling -- which looks good.
Though the OP, I would presume, is referring to true native 4K that can do 1080p@120Hz.

For native 4K@60Hz with ability to do 1080p@120Hz, not yet. The only one I know of is the SEIKI 50" 4K HDTV, which does 4K at 30Hz, and 1080p at 120Hz. It is possible an upcoming model of the SEIKI HDTV would support 4K 60Hz, or another TV would do so. We'll have to see what the future brings.

I am interested in 4k native lcd monitor not tv and I am not interested in downsampling. It seems like this would give best of both worlds. I really miss CRTs with their various resolutions and refresh rates.

Limiting to 1080p, currently the most flexible monitor in refresh rates and strobing I know of is the BENQ Z-Series -- it can support 60Hz through 144Hz in 1Hz increments, including strobing at all refresh rates.

It will be a while before this type of technology reaches 4K.

Future is coming. AOC and Iiyama just announced 28" 4K monitors. Both are 60Hz with 1ms GTG and looks like we will have 4K 120Hz G-SYNC in 2014. This announced models are: AOC U2868PQU and Iiyama ProLite B2888UHSU-B1.
