Choppy screen with FPS cap?

I have an AOC G2460PF(144hz, FREESYNC) and have noticed that if I cap my FPS at anything other than 300, the game looks incredibly choppy when moving my mouse. The framerate can be stable but it just looks terrible.
I was wondering whether that's normal or perhaps something going on with the monitor/cable?

If I leave it uncapped or have a 300 fps cap then the game looks okay. I've noticed this on multiple titles like: VALORANT, CS:GO and R6. Not really tried it much in other games. I've also tried with and without GSYNC enabled in Nvidia CP.
