Need help with frame skipping problem (I think that's the issue)

Hi, first off sorry if this isn't the right place to post this, I'm new on the forum. Thanks in advance!
the fps counter on my monitor shows 144hz as well as on the ufo test site, but I can see that it's not as smooth as usual. Not really sure what's wrong since I didn't change any settings or had any new programs etc. I am using an external monitor and I notice when I'm using only my laptop's or both display at once the problem goes away, while if I'm on my monitor alone this happens. This is the first time I had this issue for the past year I've had the setup.
I attached some pictures I took following the instruction of the website, I assume those aren't normal and so I came here to ask for help
*both my laptop and monitor has 144hz
*both are set to 143,99hz
*I did try to reconnect the HDMI several times
*I tried restarting as well
