QPC Issues and G-sync stutter

How do I fix a QueryPerformanceLatency of 10.0000mhz? I've tried everything to get it back to the 3.22270 mhz I had before. I'm not sure why but I just booted up my PC one day and it simply refused to be anything other than 10.0000 mhz. I tried disabling HPET in device manager and using the following CMD commands:
bcdedit /set useplatformclock No (or false)
bcdedit /set useplatformtick Yes (or false)
bcdedit /set disabledynamictick Yes
bcdedit /set tscsyncpolicy Enhanced
bcdedit /deletevalue useplatformclock

Even with these commands, TimerTool says my time is at 0.9973 even though bcdedit /set useplatformtick yes is supposed to force it to 0.500. Why won't my PC just do what it's supposed to do? What is going on? please help, thanks.


My specs are as follows:
ROG MAXIMUS XII FORMULA z490 motherboard
10850k
3080ti
32gb F4-4000C16-16GVKA ram overclocked to 4000 Mhz with timings of 16-16-16-36 with XMP 1 enabled
Dell S2716DG G-sync Monitor
Windows 10 Pro for Workstations 21H1 19043.928

Edit: For some reason, I can just buy some random gaming laptop from bestbuy and it's infinitely smoother than my g-sync experience without any tweaks required at all whatsoever

older windows such as 1709 and below used QPC=3.x mhz, newer ones use 10mhz.
the only way to Lower QPC in newer windows 10 versions (1809+) is by disabling HPET in bios and using CMD command "bcdedit /set useplatformclock true". this should return QPC to 3mhz and it works too in windows 11.

what i noticed when gaming at 3mhz using windows 11, that system is more responsive but more micro stutters and less smooth
