Terrible screen tearing

Hi, I get screen tearing as seen in this video that I posted in every game I play: https://www.youtube.com/watch?v=1Kp1VtqGQrE

I've tried multiple monitors, display port cables, mouses, gpus, cpus, every possibility you can think of I have tried to change. Temps are good, ram is good. No matter what I have changed or done, this tearing does not go away. 144h, 240hz, 360hz, 165hz, they're all the same and tear. Its accompanied by input lag in my mouse when the tearing shows up more, the more input lag I get.

Lock the FPS to 3fps below the monitor's refresh rate and enable Freesync/G-sync.

I have tried that at both 144,165 and 240hz and everything there's even a tiny fps drop the game feels like 20hz

I'ved used many monitors and hz , 144hz, 165, 240, 360 and they are all the same...

Make sure the game is configured to run in fullscreen mode (not "borderless fullscreen"). Enable g-sync and cap your FPS. In general, follow the guide here:

You can also try g-sync ON but with vsync OFF if you get stutters when there's FPS drops.

I appreciate your response, I have tried everything. Gsync on makes the game feel even worse when even a slight amount of frames drop. Unfortunately, it doesn't seem like there is a fix.
