Closely watch the shadows one ground. This appears like stroboscopic effect. But the weird thing is that after restarting the engine, it's smooth again. Until it breaks again at some point. I observed the same thing in other games and only in the lower third of the screen where the movement is fastest. Back 4 Blood is another game where it tends to happen, showing this weird vertical disjointedness during movement, but not always and it randomly appear and disappear. If I didn't know better I'd say that VSync is randomly failing.

I tried everything I could think of to find the culprit (save for trying different monitor) and nothing helped. The only thing that seems to help to mitigate this in case of Serious Sam is disabling fullscreen optimizations. Also a fun fact is that ALL UFO tests are stuttering. This is perfectly visible in vertical scrolling, which is horrible in Edge/Chrome, but somewhat better in Firefox: https://youtu.be/GqTkqeMogfY

I am losing my mind over this and any help would be greatly appreciated.

My monitor is Acer Predator XB273UNX.

Your graphic settings are set too high.
