Hi! My monitor is Lg Ultragear 27gl83a-b. It is said everywhere that it is a very good monitor. I don’t know why, but it adds a strange blur when moving. If I do not look around, everything is fine! l’m desperate, can not play for a long time, this blur is so unpleasant. It doesn't matter what fps do I have, what resolution do I have, it happens in ALL games. It is also strange that out of games everything is COMPLETELY normal. No ghosting, no overshoot, nothing. Famous UFO test also tells nothing, it is brilliant. Only apps with motion provide this thing. I have tried changing response time setting, playing with colors, gamma , contrast, etc., nothing happens. I have also reinstalled windows 11 and gpu drivers for about 5 times. All drivers are updated. All ingame motion blur settings are off. Bios is also updated. Are there any ideas what can it be?

That information is outdated. When that monitor came out it was good, but LG later changed the panel to an inferior one. I'd personally return it.
I saw your other post, and in that video it looks like screen tearing.
1. Make sure you are using a DP cable.
2. In the Nvidia control panel, enable G-sync, set V-sync to ''use the 3D application setting'', and set a fps limit of 142fps.

Also notice that 11400F is really terrible CPU. Some games when fps are so so to feed refresh rate start weird stuttering, rocket lage was one of the worst.
Another thing except the inferior panel quality is that 144Hz is superseded and many people cant go back to 144Hz even after they only tried 240/280/360hz for once at their friends computer, came back home and cant go back. (my case, since i upgraded to 280hz, i cant play lower frequency as its uncomfortable and i get an instant 60hz feeling).
