Upgrade my Benq xl2411t

Well, I'm french so be friendly and excuse my poor english.
I am a COD play and actuallyplay on warzone 2 essentialy on DMZ mod
Rtx 2070 super wit an Ryzen 5 5600x
I run Warzone 2 at 120/145 ips
A friend juste given the rtx 2070 before i had a 1660 super with dvi-D connecteur for and it was perfect for my benq 144z, but now with the rtx i have only displayport and hdmi and i can use only 60hz
So i read many feeds talking about displayport to dvi-d connector but for the price it coast i think it's time to upgrade my old but strong Benq
My questions are;
Can y buy a 240hz monitor and run it with only 120/140 ips?
Should i stay on a 144hz, may be 165 hz?
I would like a smooth game with a correct ips number
I really prefer a 24" or 25" but not a 27" because i play on a desktop
I never use ips monitor and I'm afraid i dislike it so TN is probably my choice
My budget is 300/400€
For exemple i saw the asus vg258qm and the vg248qg

I'm sorry but i didn't activate new answer notification so i didn't see your tips
Since i bought a vg258qm but i have a lot of stuttering
I tried without g-sync and v-sync and with
Windows is on 240hz, warzone2 on 240hz and i tried with 144hz too
I don't understand, i never had suttering on my xl2411t at 144hz
Can you help me please?

what do you mean by stuttering? frame rate stutter?

Try to disable ELMB aka motion blur reduction.
