Perfect Intermittent Stuttering In-Game (VERY ODD)

Howdy!

I've got a stuttering issue that occurs in perfect time intervals. I've included both an image of my AfterBurner hardware monitor and a video of the stuttering occurring. Due to the cyclical nature of the stuttering, I am somewhat dumbfounded as to what could possibly cause this.

Here are my specs:

Intel Core i7-9700K OC 4.8GHZ
Nvidia RTX 2070S (Super)
Intel 660p NVMe PCIe M.2 512GB
G.SKILL Trident Z RGB DDR4 3200 C16 2x8GB
MSI MAG Z390 TOMAHAWK (MS-7B18)

At the time of the stutter, we can observe a spike in frametime, CPU usage%, and CPU power usage. This is driving me insane. The game in question in Fortnite BR, and I have failed to replicate the issue in other games. This game, however, is far, far more CPU intensive than the other games I play. I believe this to play a major role in the issue. If anyone has any ideas at all as to how to go about solving this problem, please let me know. It's been bothering me for years.
