Try turning hardware acceleration off, or try turning it on if it's already off. chrome://gpu can help in troubleshooting.

Aside from that, make sure Chrome and your graphics drivers are up to date, or try another browser.

Browsers are _extremely_ finicky.
And in FrameSkipping mode, TestUFO uses a super-high-sensitivity stutter-detection mode because it's important to make sure frame skipping results are fully valid (monitor fault rather than browser fault).

-- Review www.testufo.com/browser.html

-- Check chrome://gpu to make sure it's not automatically forcing it into software mode. If so, check chrome://flags

-- Try temporarily configure Windows to 100% CPU. Remember to set it back after you're finished, or your electricity bill will be higher if you run 100% 24/7.

-- View the Task Manager to see if anything else is randomly grabbing CPU.

-- Temporarily exit cloud sync services (Dropbox, One Drive, Google Drive) during the Frameskipping test.
