For pubg, a somewhat "competitive monitor" would be a 24 or 27 with 1440P 144hz gsync monitor (or more, it could be uncapped before release but now it's capped to 144)
1440P makes it better to spot enemies (and see their stuff)
Higher than 1440P would be too a bit too hard to get 100fps +
you need a strong graphic card, like a 1080 TI to get highest fps possible, 1070 would be min

So my suggestion :

24" : Acer XB241YU
27" : Acer Predator XB271 (can work up to 165hz in case pubg get the cap removed someday)
I've seen both around 500€ in my country (480 for 24" and 550 for 27'")

2018 might see better stuff coming up like 1440P 240hz gsync 0.5ms ... (hopefully game will be uncapped and newer graphic cards can reach 240 fps)

oh yes sorry, too much drink on new year eve i guess made me read incorrectly ;p

there's not much you can do to make it better, it's already a great monitor for these games :) you can check your AMA setting, if you are not already on "high", which i believe is most praised, and unless you can do 144fps in pubg always i don't recommand blur reduction for that game as fps isn't stable
for fifa there's not much things you can do to improve, just make sure you are vsync off and reaching caped fps, but it's easy even on ultra

Thanks for helping out!

P.S. Motion blur reduction depends on the competitive game you play. Sometimes it helps competitively for specific games but it depends on the player and gaming tactics. Check HOWTO: Using ULMB Competitively & Beautifully (lag minimization, use cases where blur reduction helps, etc).

Also on the XL2411 and other BenQ/Zowie monitors, strobe phase needs to be adjusted on the XL2411Z to reduce double-image effects greatly (see Strobe Crosstalk).
