I've been having this issue with my LCD TV since I installed my AMD cards (RX460 and RX580) with clean driver install, driver install over driver install, with new Windows installation and clean system, and it always happens the same.

In the video, I recorded externally the problem just to show the issue and why HDMI scaling to 4% is needed.
This problem does not happen while using my intel iGPU or my previous PC with AMD APU on the same screen, only when using my Radeon cards with several different drivers, both Crimson and Adrenalin.
Can any of you guys help explain or solve the problem?
