The ViewSonic XG2402 seems to get good reviews. It also supports FreeSync, if you have an AMD GPU.

I don't know. I suggested the XG2402 because it has good reviews.

I think there are some 240hz options at this price range too. Maybe AG251FZ ?
If 144hz, then LG 24gm79 is also an option but viewsonic NC recommended might be better.
With 240hz You get better motion quality, no scanlines (LG 24gm79g have scanlines and some 144hz units also do), maybe better contrast and so on. It all depends on the unit. It is very difficult to find a high refresh rate TN monitor with good colors, minimal or no clouding or edge bleeding. Usually there is also some banding and low gamma.
I would be extremely happy if we got 120-240hz Tn monitor with correct 2.2 gamma, rec709 option, no clouding and as glossy as possible screen surface.
I've only tried AG251FG and while I LOVED the 240hz and gsync, I hated low gamma and edges bleeding. Surprisingly, colors were good aside from some banding and contrast was ok. 1000:1 on a tn looks better than on IPS
