Brightness 90 vs R/G/B all at 90 : same thing?

Setting a monitor's brightness to 90 vs Setting all RGB color settings(color temperature) to 90 - are these two essentially the same?

No. The brightness setting controls the intensity of the backlight. The RGB settings on the other hand do not affect the backlight, they affect the pixels.
