i could give more money for to buy one ips monitor but the reasons why i dont want to spend a lot of money is because 1440p need more often upgrade tha 1080P
you need in 1440p to update very often the gpu card

1080p is fine. It's not dead. It's just that at 27", it looks a bit grainy, but as I said, for games and movies it's quite fine.
There's people who prefer 1080p, there's people who prefer 1440p, and there's people who prefer 4K. It's just preference. Personally I prefer 1440p because it's a sweet-spot between 1080p and 4K. It also depends on your FPS target. If you want 100FPS minimum at all times, then you indeed might need to upgrade the GPU in 2 years. But if you're fine with 60FPS minimum, then the 2070 is going to last a long time. Right now, the 2070 can easily handle 1440p. In fact, it can handle even 4K in many games.
Finally, 1080p will of course look better at 24". But again, in my opinion, 1080p 27" is still OK for games. Not for other uses though. But for games, it's OK. Not great; just "OK." I have both a 1080p 27" and a 1440p 27", and even though the 1440p looks much better, the 1080p is not too bad in games. It's only bad on the desktop (fonts in web pages for example look grainy) and everything is just too big. But games, they're OK.

When I say "grainy", I mean this:
The lower the pixel density of the monitor is, the more it looks like the left image. The higher the pixel density is, the more it looks like the image on the right. 27" 1080p monitors have a lower pixel density compared to 24" 1080p. But again: this is not a big problem for games. It is only a problem for the Windows desktop.
