Auto Dimming PWM?

I have a youtube video showing a problem I have with my MSi Mag271r VA 1080 165 hz freesync monitor. The monitor seems to automatically dim when it detects movement. Is there a name for this, or a way to correct it, or is it a faulty monitor?
The mesh area displayed on the Dell computer seems to Dim or become darker as I scroll up and down.
