Is it possible to set a 60hz display to flicker at 40hz?

Let's say I wanted to make a 60hz display flicker between black and white at 40hz; is this possible, and if so how?

Make a video or script that displays black and white for different durations?

No, the refresh rate would have to be twice the flicker rate, so 80 Hz.
