purple shadow around xhair,cursor,text,overall blur

Upgraded from gtx 1080 rog strix to rtx 2070 super rog strix oc edition and i started getting this if i play on resolution that isn't native, since i always play 1024x768 stretch/blackbars the issue is there.

I've tried every different pc component apart PSU
Benq XL2546
asus vg248qe
and two oth cheap 60hz monitors
every single driver for the gpu, using DDU.
different cables, windows reinstall, bios update
RMA'd the card, got a brand new one, problem still there

Maybe someone knows what the problem is, cause when i google this around i barely find anyone with similar issue.
