Best monitor for 30/60 fps gaming?

So, I came to dislike how games look on my 6 years-old ViewSonic VX2453MH. When playing in 30 fps, especially, the double image effect on moving objects ("ghosting"?) is very noticeable. My question is, what monitor (preferably 24") should I buy to reduce this as much as possible, if I plan to mostly play on console (so, 30fps) - and, if on PC, with 60 fps? Thanks in advance for any help.
