Jagged edges, AA not working, inverse ghosting

Hi all, I didn't receive response to my previous post, but I keep fighting and waiting for somebody who managed to fix this issue. There are some rumors, that everything was fine after buying completely new PC or moving to another house, but I am not sure about it, because in the past everything was fine and enjoyable.

Look how textures and edges are behaving. You can clearly see some texture pop-up, shimmering and "vibrations".

In Witcher 3 AA is maxed and it looks like it completely off. Look at the trees and jagged edges.

I formatted my OS and didn't change nvidia settings. I replaced RTX2060 to GTX1050ti and problem still existed however CS:GO was slightly smoother.
On my XL2546 I can clearly see that inverse ghosting increased. Screen is looking like it's rasterized (something like compressed .jpeg in Paint). Even when I am slowly scrolling websites I can see trails. When I am moving window on my desktop everything is so blurry, vibrating, leaving trails even if I am doing this slowly and accurately.
Mr Chief I would like to know your opinion about that, because when you start digging on the Internet about this issue, you can see that is really common. On linustechtips there is 137 pages thread and people became paranoid because of it. I start thinking that nvidia is messing with drivers on purpose just to force people to buy another graphic card.
