My ingame white color is lightning

Hello,

I have some serious problems and i dont know actually how to fix it or is it even normal ? my ingame white colors are lightning, glowing, shinning or what ever man .... you see that specially when the sun is shining on its, it starts like glowing or blinds me into vanilla.

Is there any fix about this ? or is it my monitor ? does someone know how to fix ?

My Monitor is BenQ ZOWIE XL2411 60,96 cm (24 Zoll) connected with DVI-D
Windows 10 Pro
CPU: I7-7700K
GPU: GTX 1070 Asus
RAM: 16 GB 3200 Mhz
Memory: SSD Crucial 500 GB

I tried actually so many things like changing my contrast or Gamma Setting on monitor and Nvidia controll but this not helped much... i have it kinda in all games which i play, its like the colours are fucked up or something
