How do new 240hz TNs compare to older 1400p 144hz displays?

How do new 240hz TNs compare to older 1400p 144hz displays?

I'm shopping for a new 23-25" TN display and trying to balance factors of resolution, framerate, and raw image quality. I'll be running framerates between 80 & 150 in the games I'm currently playing at either 1080 or 1440p(CPU/RAM bottleneck.)
I understand the idea of having hz overhead to reduce strobe crosstalk & that the latest TNs have superior response times to the last gen.

My questions are:
1. Is there anything to the newest(2019) 240hz TN 1080p displays which would result in them having higher static IQ than the 24" 1440p monitors from 2016/2017? How about vs the 23.8" 1080p ASUS ROG XG248Q from 2018?
2. Are any of these older monitors known for having strobes tuned well enough that they'd keep up with newer faster panels?

I'm asking because I'm biased against older TN displays due to experience with the LG 27GK750-F & ASUS TUF VG27BQ, the LG wasn't that great to look at where I'd be very satisfied with a smaller version of the TUF and I'm not sure what the defining factor is(hence my skepticism of pre-2019 displays.) I don't think it came down to the difference in resolution.
