Nvidia 460.89 vsync is fast syncing

Nvidia 460.89 vsync is fast syncing

Tested in 4 games all on different engines.

If I force vsync through nvidia drivers my fps caps at 60. When it drops below 60 it does not go to 30. For example if I limit my fps to 50 it will be a constant 50. Using rtss to force different fps I can confirm that there is never tearing.

Is vsync busted for anybody else in this latest driver?
