Unfortunately I've done all these things already and it still has very long alt tabs :/

I've done exactly what the OP did in the link I posted and all my alt tabbing in every game is instant now

You must have turned off full screen optimization at some point. Go to the games exe and right click > properties > re-enable full screen optimization
