Stutters, fps drops, frametime spikes

Hey fellas I've been dealing with this problem with three rigs for three months (dead serious) and I'm completely lost on what to do, I have a rtx 3060ti eagle/ I5 10600k rig, 16gb ram asus z490-p mobo and a 1080p 75hz monitor (non free sync/g sync) I start off with great fps uncapped (avg about 80-100) but drops and results in a stutter, capped makes no difference using RTSS it improved it yeah but the problem is still there, My frametimes are about 42- and up ms and I got no idea why, I can do more benchmarks and send them here much appreciated for any feedback.
