60 fps feels like 20

60 fps feels like 20

Hey guys i hope i can get some help. So i ordered a new computer because i thought my old one was broken because when i played games and when they dropped bellow 120 fps they felt really laggy and unpleasant to play its not stutters its like visual lag. So i bought a new computer i was very excited to test and what do you know the same thing is happening !! i maxed games fps to 60 and its honestly unplayable. Is something wrong with the electricity in my house ?? im honestly running out of ideas ive been dealing with this for 4 years and i haven't found a solution. ive reached out many times in many different forums but nothing. I do use 240hz gsync display and i have tried everything there is to fix this issue im honestly out of options
my pc specs are :
i9 10900k
rtx 3080
16 gb 3600 ddr4

Set "low latency mode" to "ultra" in the nvidia panel's 3D settings. See if that helps.
