New pc stutters in every single game. Random frame time skips despite good fps

While using MSI Afterburner, and feeling general gameplay, I will get intermittent pauses and stutter , huge frametime spikes about every 15-60 seconds. The screen will just freeze for half a second.


It isn't temps, it happens even if I crank all the fans and stay well below throttling.

It's not gpu, tried multiple GPU.

It's not losing frames. The game runs perfectly smooth constant 60+fps or well above, but for a split second every so often it will just skip a frame, very jarring.


It happens in virtually every single 3d application I run. Most recent examples include Code Vein, Sekiro, LA Noire, The Evil Within 2 etc. Every single game.

It even happens if I limit to 30fps!!

What is the best way to benchmark and completely eliminate this issue? I'm finding it hard to enjoy gaming at all because of it



Specs:

1080p 60hz generic HP monitor (tried multiple)

GTX 1080 founders edition (also tried gtx 1060)

Ryzen 2600

16gb ram XMP On 2930mhz





See top left framegraph. Its perfect and then every 15-30 seconds it will randomly just have this huge spike for no reason. No signs of throttling or overheating or anything like that. It happens in basically every single 3d application more or less.

If it means anything, I do notice that any GPU I put in my pc has some amount of noticeable coil whine.


How would you go about diagnosing the culprit and eliminating this issue?

The below has become almost a meme by now, but: Uninstall every RGB control software if you have installed any.

It has been found that some of the RGB control software out there will hog the CPU every few seconds, creating load spikes that in turn cause big frame time spikes.

Dont have any rgb software. my case has the ability to turn on a RGB light on the front but I got it turned off.

Well, it does sound like some software is running in the background that causes this. RGB software is currently one of the biggest offenders here. But there's others as well. From anti-virus/security software to color management software and media players. Could be anything. Could even be a driver. I've seen reports that RealTek network card (NIC) driver can cause this, for example.

You can run LatencyMon and see if a driver or process causes these spikes:

When you run this, it's important to close all programs first. Everything. No browsers, no games, no Steam. Close everything, then run the tool and see if it detects spikes.

This looks like asset loading stutter rather than periodic stutter by some background process. Are these games installed on a slow HDD maybe? Like a 5200RPM one?

No. I went out and bought an NVME ssd just to try to fix this issue. All of my games are installed on my brand new NVME. It didnt fix anything. ANd yes, youre right it does look like asset loading or something.

Look at 1:40 on my video link. Good example of the problem. like 50ms frametime spike in the middle of combat. Are things like this normal? I dont they are?

Tried with XMP on/off. Currently its off. No programs running in background, fresh windows install. All default.

Well, I have Sekiro installed and tried it, and the frame time graph is perfectly flat when running around. Do you have any applications open while playing games? Have tried closing everything. Browser, skype, whatever. Everything. I see a lot of stuff on your task bar, for example.

Edit: OK, you said you don't have anything running. So no idea what causes this. When I close everything, I have about 94-98 processes running (these are Windows services mostly) and RAM usage is usually between 1.5 and 2GB:

My system is a Ryzen 3700X with 16GB of 3600MHz RAM with XMP enabled. GPU is a 980 Ti.

I have never installed any anti-virus or internet security stuff and I also disable some of the Windows services I have no use for. The only thing of that sort I have installed is Radmin VPN (it's like a Hamachi alternative.) But whether or not that helps with these stutters is questionable anyway.

Btw, spikes when opening game menus, or interacting with doors and such is quite normal. But these "micro-freezes" in Sekiro don't seem to be normal. I don't get those, and I don't even have the game installed on the SSD. It's on the HDD.
