Is there a program that allows you to enable backlight strobe on any monitor?

Lightboost, which allows you to enable strobing on some monitors that have nvidia 3D vision support. See:

This only works with very few (and quite old by now) monitors. Nowadays, if the monitor can strobe, it offers that function natively. If not, there's nothing you can do to force strobing.

Also, software-based black frame insertion can help but requires you to use a lower refresh rate, and control persistence in increments of max-Hz refreshtimes. Example www.testufo.com/blackframes .... Some emulators like RetroArch has this optional feature.

Only hardware-based backlight strobing allows sub-refresh control of display persistence.

But very few allows software control of backlight settings, as they require a form of API between computer and monitor, and not all monitors have such APIs.
