Freesync not working very well on my machine

Freesync not working very well on my machine

It seems like Freesync is not working very well on my PC, perhaps someone could help me.

System:
2080S->LG 34GK950F 144hz (not GSync Compatible but considered to be working well)
2080S->Viewsonic XG270 240hz (Gsync Compatible)

If I have Freesync turned off and VSync on then I have no motion problems.

But if GSync+Freesync is on (Vsync can be on or off, doesnt matter) and I set a frame rate cap that is close to VSync (-3 or -5 less than total fps=hz) then I get this shimmering effect while panning camera. It looks like something is out of sync, like edges overstay a frame or two, but it doesnt look like ghosting, more like bad frame persistence as if MBR is half way on. It is especially noticeable on edges between high contrast like trees, but also very noticable on rock formations and woody walls / containers. It is less noticeable the higher the fps. This is a problem on majority of games I played, some off the top of my memory: Halo Infinite, GTA V, Fallout 76.

You can record a video (using Nvidia Shadowplay?) and if the issue is still visible on the video then it means that something is with either those games or the nvidia drivers.
