Shadows look “dotted”.

Hi all, have noticed that on all the games I’m currently playing, there appears to be some blurry, dotted shadows. Have attempted all combination of in game and nvcp settings, none of which eliminate the issue.
Also the quality of gpu output is pretty bad in general for a 2080ti, but am especially curious about these dotted textures that appear, anyone?
