Need Help Eliminating Stuttering in Games

Hello, I own a system that has a gtx980 and r7 2700x in it and was recently playing games, I noticed in some games that I have issues with stuttering, especially if the game occasionally goes below 60 fps (60hz monitor here without g-sync).
I tried programs like RTSS without much luck, sometimes it created its own stuttering that was much worse and sometimes only some undesirable results.
for this example I played a game that had usually 53-62 fps so I limited my monitor at 50hz and limited the Framerate at 50 then switched to frametimes to keep it steady. It was smooth but there was just too much tearing and the tearline was going up and down climbing about half the screen.
Any tips would be appreciated, thanks.
