6600xt post-processing effect, defective copy, or not intended hidden behaviour?

6600xt post-processing effect, defective copy, or not intended hidden behaviour?

So I had and RX 570 and never had this problem, just got a 6600xt and now when I try to play csgo on lower than native resolutions, it gets this weird effect around my crosshair and around every text:

Using RSR to solve, its good but not what I initially want (also 1024x768 rsr'd to 1080p):

The color of this "outline" also changes depending whats around the crosshair, wich makes it even worse because draws so much attention, but it's mostly redish.

I saw very few mentions of this problem over the internet, and none of them had a solution. What intrigues me the most is that on the older rx570 I never had this, so it has to be something with the new features the 6600xt has.

And to clarify, I have disabled/enabled every option provided on adrenalin and the only "solve" was turning on RSR, but as I said, it isn't what I want.
I even did a whole new windows reinstall, no success.
