RTSS Framerate/Frametime Syncing -- Fluctuating Rendertime Problem

I've been defaulting to information here for a long time and have become a much happier gamer because of it. All of the issues/insecurities I've had in the past due to G-SYNC misunderstanding have come to an abrupt end thanks to the work that you guys and the rest of the community have done. Gaming has genuinely never been smoother and more enjoyable for me than it is now. I use a 144hz G-SYNC-compatible and most of my gaming tends to be single-player games and emulators other than League of Legends.
The concern I have today is that there are certain games and emulators that have fixed framerates (due to built-in VSync or other means) that have variable unstable frametimes that feel awful even with G-SYNC + VSync. I've always been told that using multiple framerate caps (capping a cap) is detrimental and shouldn't be done. My question is, does using RTSS to stabilize my frametimes pose any possible issues with the setup I'm using. The lack of knowledge is killing me!
