Well, it didnt fixed the issue, IDK if its body related or what.... I came back to connect all things to House, Working perfect for 3 or 4 hours, then starts slow down as every time we tried this...
That's very disheartening but good to know.
In my case, i switched house 3 times (same City, in Spain). 2 Different computers, different peripherals... All Software tweaks... Tried with Humidifier, SAI, UPS, and now this offgrid Battery (2200€ cost).... I think problem now is on Body radiance or RFI? IDK guys.
I reorganized my room so nothing comes even close to the desk, PC or the cables. I also made a finalized Windows 10 ISO with more than 1200 components removed. These usually don't make the good experience last long but this time around I took sleeping pills which don't work, they just mellow me out. Obviously at a time like this I have perfectly normal inputs, without any acceleration or unusual behaviour.

Your solution its playing at nights only? IDK this problem is so confusing for all...

No, I listed the usual things that bring improvement, like reorganizing cables, reinstalling Windows, going further with debloating and playing while calm. Any one thing here can be a temporary fix for the input lag problem but when the lag returns, nothing can be found as the culprit. This time I had hours of perfect mouse input just because I was in a mellow state. It seems more than likely that something is connected to the user's state.

Honestly, i dont know how to solve this shit, tried every tweak, locations, different computers, and happens too on Console (PS5). Did you tried OFF ethernet connected? and WiFi?

Yes, i can try it. Im gonna try it now, but, If computer is OFF and plugged to house, should be no problems on it. The only thing that Computer and PS5 have equal is same Fiber optic connection (Router).

might be the pc itself that produces the problem and it affects other devices.

Same problem with Computer OFF and only PS5 connected to house and Router... IDK guys, I noticed that streaming a Game on Twitch (Via Computer or PS5 either) slows down a lot more and more more input lag than normal... Could be related to force Internet a lot and Router dont working well???

Trying CS2 offline mode with bots since 1 day, no router and no ethernet cables connected to Computer (Router OFF). At the start it was causing like mouse jumping sensibility (From lower to higher every time), then stabilizes and 1 day playing with no delay on flick movements and no delay on mouse... I guess this is Internet related...
