Can "input lag/desync" eletrical issue come back in a new house?

Hey guys, I'm gonna make long story short - I have suffered from this "input lag/desync/electricity related lag" for a year, since summer 2020. It was an old house and several outages happened there, and so this lag began.
After that I moved houses in summer 2021, after realizing it's electricity related and there's no other solution. I moved my PC to a "good" house before, and saw an immediate improvement, and decided to relocate.
Everything worked fine in a new place, for like 3-4 months, I had normal 240hz high lvl FPS experience again, but then lag came back.
It's not the same, it's less severe, it's back and forth (sometimes it's totally playable, sometimes it's a blurry/choppy/jittery mess). But I think this is it, because I have tried literally everything, again, from moving my PC to other places (with no success this time), to swapping parts, applying every single tweak imaginable, reinstalling windows drivers etc. dozens of times, and so on.
My symptoms now are:
- image is not smooth on screen, it's like playing with 70-90 fps while having 240 hz screen, most of the time;
- keyboard input is "delayed", even now I'm typing and it feels like typing from remote controlled machine, if that makes sense, there's same amount of "lag";
- mouse movement is weird, sometimes it's precise, sometimes it runs like I'm using it on glass or ice, depends on tweaks(?) idk;
- internet is "slow" as well, or maybe "slugginsh" is a better word, opening websites is slow, (pre)loading stuff in launchers (Steam, Origin) with some noticeable delay, messengers & their data is slow, there's like 0.2-0.5-1s perceivable delay every time, I might look further into my Mikrotik hap ac2 router & connection, for like packet losses and such, but anyway (btw this whole lag persists even when playing offline or via mobile internet with LAN turned off in BIOS);
- this "lag" grows over time, I've noticed that first round or two in R6 Siege are smooth enough, then it's worse & worse;
- using keyboard only, or gamepad, gives me good results bf4 prone vs moving r6 wasd only 1 r6 wasd only 2 but when I'm moving mouse (flicking, prefiring, turning around) it's a mess;
- also when I'm moving mouse, my 1% and 0.1% fps drops drastically r6 with bots r6 tdm online
- fresh windows reinstalls helped me several times, but only for 2-3 days, then "lag" comes back gradually
I've started one thread already viewtopic.php?t=10214 with my specs and more explanation, and you guys gave me some really good advices, I appreciate that, but nothing really worked. Still struggling with this crap.
I also have brand new Gigabyte A5 K1 laptop, which doesn't have these issues (e.g. I'm playing the same game with same settings etc. and even on 150+ fps it's smoother than on PC with 200+ fps).
My question is - is my gear & PC "damaged", is that the best word?
If yes, what exactly is/could be damaged and should be replaced? I can't replace the whole thing now (including mouse, monitor etc) due to IRL stuff going on.
If not, what can cause it? RAM, PSU, Mobo, bad CPU? I've stress-tested my rig multiple times, e.g. in OCCT, no blackscreens or RAM errors (ante extreme for 15 hours), AIDA FPU and so on. All reading are normal to me, temps even went lower after readjusting coolers & cleaning the whole case with 220v air duster lol.
