What values you have when UPS is disconnected from power outlet (battery mode)?
And what value when from outlet directly?

from socet ~ 1500
when pc on - 1800-1850
from UPS (battery) - 1690-1750
from UPS + socet 1690-1750 (same)
UPS + socet + pc on - 1850
UPS (battery) + pc on - same (1800-1850)

nope, i have this values all the time.
Only 2 things im reach with that ups:
1) with that ups my mouse stay better consistent and stable, like im disable negative accel, but it not fix.
2) Im disable that ups at night and all devices will poweroff. Every morning after pc on, im see "oil" cursor and no tearing on xl2566k, but after 1h it be like anytime.

Hey guy, I'm not joking now. Have you checked the radioactive background in your apartment (this is inexpensive) and have you done an examination, an EMI check, an external background (this is already more expensive)?

all what i do about electric it buy emi cheker (china from aliexpress) and buy that ups.
some socets in my home get 600-700mv, some 1500, but all socets increase to 1800-1850mv when my pc is on. Im 0 about emi/rfi and idk what need to do. But im 100% sure that ups is broken.

Frankly, I don't think that this meter to be exact is measuring the type of frequency that is effecting our PCs. The reason is, by using the same meter, and a bunch of electricity filters, I managed to lower the entire houses "all receptacles" down to about 20mV on average. Even the power strip powering my PC had just about 40mV when the PC was running. Yet the input lag never went away :)!

i think you pro with that issue.
you try to play with battery only?
Do you have recommendation with good ups?
i dont fix all issues with that ups, like tearing and unsmooth image, but my mouse 100% moves faster then without it.

I never bought a UPS, because of all the inconclusive results with it that are being shared here. So, I'm sorry, No. I don't have a recommendation for a UPS sadly.
