This has been bothering me for awhile...
Steps to reproduce:
Navigate to viewtopic.php?f=10&t=4997
Scroll to end of page
Mouse over jump to button
Text on the page changes slightly similar to a bold to normal effect.
Happens both in Chrome and IE11. Only happens on 100% zoom (e.g. default). Does not happen on all forum pages, seems to be related to forum pages with embedded images.
Cannot capture issue in OBS using window capture recording.
Scrolling back up and down fixes the text (and also makes it easy to reproduce)

That's Microsoft ClearType.
Some browsers automatically use greyscale mode vs ClearType mode.
What is the brand and model of screen are you using? You're configured wrong (RGB vs BGR ClearType).
Please use ClearType Tuner or Better ClearType Tuner and switch modes. Restart browser / restart computer, and enjoy the much clearer text.

Switched from BGR to RGB using Better ClearType and it's much better now.
Monitor is a Dell AW2518H
There is still something happening to the text when doing the same mouse over on that page but it's much less jarring now.

That's because Chrome has its subpixel-text rendering engine, and sometimes it automatically switches to the Windows-based text rendering engine. The rapid cycling between the two can be jarring.
