More broad-spectrum ideas;
- Use NVIDIA GPU
- Try a different port on GPU and monitor
- Try a different video cable (HDMI vs DP)
- Turn off VRR (if monitor has a menu option for it)
- Turn off HDR
- Turn off Power Save
- Disable Dynamic Refresh Rate in your Windows OS
- Disable G-SYNC in NVCP

You can also try to power cycle your monitor, or you can force your computer to sleep (there's many ways to do so, including assigning a sleep key, or turning the computer power button into a sleep button via software -- using Windows settings).
