OLED does not use a ULMB system (ULMB technology is currently 1for LCD), they use a BFI system.

Three 240Hz OLEDs with BFI will be coming out. Keep tuned.

Ok. If OLED doesn't have ULMB, it can't work 50Hz for strobe.

But LG 27GR95QE OLED has VESA Clear MR 13000. Does this CMR mean 13000 pixels/sec?
