Variable Overdrive & strobing

would it be possible to maximize the OD during the off period of the strobe and go back to normal values during the ON period?, IIRC the LCD is still working with the LEDs off to allow the pixels to switch colors for the next frame.

seems like a simple idea but i'm pretty sure there's a reason why this hasn't been done before.

This is already being done in several panels, such as NVIDIA LightBoost -- they used a Y-axis compensated overdrive gain that used strong overdrive setting near the bottom edge of the screen than for the top edge of the screen, due to smaller time difference between scanout time (for that particular screen area) and the subsequent strobe flash.

Don't forget there's a time-asymmetry between LCD scanout (high speed videos, page1, page2, page3), and the global flash of the backlight. Not all pixels on an LCD refreshes simultaneously, so there's a complication there.
